According to mazdatrix it's emissions junk designed to lean the mixture under deceleration. They also claim it gets stuck and leads to lots of carb rebuilds? I'm tempted to remove it seeing as how it's right there in the air stream and can't be doing much for flow...
But my other question is more important, there are coolant passages in the intake manifold are there not? Potentially 30 year old o rings?

Yeah, ditch it. We don't have anything like that.
The later engines have a fuel cut to the rear rotor on overboost, so I guess it's a mechanical equivalent.
While it's apart, definitely replace the gasket and o-rings to the block. They'll be toast.

Yes, I remember that from my S4 Turbo. I referred to it as "disabling the self destruct features" of an undersized wastegate that leads to boost spikes and an ecu that cut fuel under overboost conditions. I ported the wastegate orifice and used a turbo Porsche exhaust valve as the new door. Also it turned out that car came with a modified ecu they disabled the fuel cut allowing you to set boost at whatever you want.
