12a NA Timing adjustment.

Hi all.
Im having trouble getting the right timing on my series 2 12a NA. When trying to check the timing at idle ( which it idles @ 1000rpm ) I cant get it to the 1st mark on the pulley. I have tried taking the dizzy out and adjusting it by one tooth either way, but still is out. The closest I can get it is to the right of the leading mark, and to the left of the trailing mark. I noticed yesterday when trying for what feels like the 100th time, that when I bring the revs up, the timing mark moves. Is there a particular rpm that it should be at when using the timing light, or am I just out a tooth? or something else I missed maybe.
Your help would be much appreciated.

(p.s Have replaced all ignition components. i.e Leads, plugs, rotor, cap & coils. )

From memory the stock 12a idle is around 750rpm not 1000rpm

You also uou sitenuiu got the engine on tdc and dropping the dizzy in with dimple lined up on the dizzy correctly..
