Hi Davey - gudayowyagoinmate and a big warm Welcome to you downunder - beauty of a city and an ideal spot to be running a 7.
HAPPY NEW YEAR !

Okay - spinning whinning noise from passenger rear hey - well it is obviously associated with a rotating part and there are only a few moving parts which might cause this :
i) The obviously choice would be the wheel bearing
ii) However you say that is goes away when you brake ? Am I correct in saying that you'll be running rear 'drums'? In which case there is a good chance that it might be a simple issue with brake dust.
1stly park on a solid flat piece of ground, afix wedges or chocks/stops to the front wheels and release the handbrake.
You'll need to jack up the car and secure it safely with axle stands unless you have a two post lift (I wish).
Remove the rear wheel.
Slack off the brake adjuster.
Slacken and remove the securing screw/bolt retaining the hub to the axle stub end assembly.
Wearing gloves and a face/dust mask, remove the drum - might need coaxing off with rubber mallet or similar.
Carefully brush out the brake dust into a container of your choice.
Whilst the drum if off, it is worth brushing down the brake assembly to remove debris/brake dust and carefully encapture into the container, when finished seal the container and dispose of in accordance with your local by-laws.
It is also worth checking the wear of the brake pads at this time (it could save you another job a fews months down the line) and replace as necessary.
It is also good practise to inspect the handbrake linkage/cable to ensure that it is free moving but remove debris/***t as needed and apply copper slip or similar grease to relevant areas - DO NOT allow grease to touch brake pads or the inside of the brake drum !
Reassemble in reverse order when complete.
Rotate wheel on completion to ascertain whether the sound has disappeared and brakes do not bind.
If the whinning persists it is likely the bearing is dry and ready for replacement.

Hope this helps a little.

Also possible rear axle noise. Some cars do this but I don't think the RX7 is prone to it.

Get someone to listen who can identify rear axle whine, simply because if the oil's fresh and up to level it can usually be left alone for years.

Another thought is the axle oil level.....is it low?
